Christian has only averaged 28.16 with the bat, but following his 53 & 30 and 5 wickets against NSW, he won't be dropped. So the top 7 picks itself:
Dean, Quiney, Stoinis, Handscomb, White, Wade, Christian.

Tremain and Boland had outstanding seasons, both with over 30 wickets and averages below 20.
Jon Holland took 6 wickets against NSW and so he won't be dropped.
I can see some merit in dropping Fawad Ahmed for Ian Holland or a bowler, but it's doubtful this will happen.

It would be interesting to see who would play if Victoria had everyone available - including Maxwell, Finch, Hastings, Siddle and Pattinson. If you assume that Siddle and Pattinson would be automatic picks, then at least one out of Hastings, Boland and Tremain would miss out.

I agree with your suggested team - and also agree that it won't happen and Fawad Ahmed will keep his spot.

Maybe as a minor change - Boland deserves a batting promotion to number 9 ahead of Tremain.

I don't know too much about Ian Holland - how well did he do with the ball in district cricket this season?
38 wickets @ 13, SR 28, econ rate 2.9, one 5-fa, two 4-fa's
 
I would have thought that we need bowlers to win the thing and as much as I am an Ian Holland fan - he isn't going to rissole through a line up.

I've no idea how Gliderol / Glenelg has played this year but I note that old mate Les is in charge and that means it's likely to be a road.

That said its a straight toss up between Jon Holland and out next best quick. Personally I'd bat White ahead of Wade but each to his own - noting that the Bear (now back from the wilderness/hibernation) has done the business before.

We must win the game - batting depth ain't gonna help us unless we can take 20 wickets

Do you have a suggestion regarding another possible replacement for Fawad Ahmed? Looking at the season stats (excluding Hastings, Siddle and Pattinson), the only other bowlers used this summer were Reed and McKay.

I'm not a Fawad fan - but he tends to do well against inexperienced line ups and this is one of those so he'd have to play. Jon Holland will probably be in the 12 but I'm not picking him, I'd go Jake Reed if he's fit.
 
Fawad definetly hasnt been in good form lately, but he has the ability and he was good in the final last year, if that counts for anything.

I think we might go with J.Holland and Fawad as if its going to be a flat wicket, fast bowlers wont be suited and dont think we would get much out of McKay or Reed so may aswell play the two spinners cause atleast they are proven wicket takers, Fawad especially.

McKay took 3 wickets at an average over 60 in three matches this season. I think it would be better to stick with Fawad or Ian Holland. Tremain, Boland, Stoinis and Christian already provide plenty of pace bowling options - I can't see McKay adding much to the team apart from the ability to leak runs.

Now next season we should really be focusing on who can play for Australia and having at most 2-3 senior players around the side. We'll be missing Pattinson and possibly Handscomb (optimism if he gets a run in SL and cements his place) most of the summer. Our side therefore should be:

Quiney/King (916 runs @ 57 in District)/Hancock (500 runs @ 63 in Futures League, 626 runs @ 33 in District)
Dean
Stoinis
Maxwell
Wade (c)
White
Harper (+)
Siddle
Tremain
Boland/Hastings
Holland

As the starters. Trem has been our best new ball bowler this season so he must play, Siddle is an auto inclusion. I don't think Ahmed will play for Australia again and as such I put Holland in the side. When Maxwell goes into the Australian side after Christmas we bring in Ian Holland or Christian and think about bringing Grimwade into the side possibly.

Maybe. It's entirely possible that we swap Maxy for Hank for each half of the season. White's end of season form has put him well ahead of Finch I would have thought.

In regards to the Matador's Cup, we'll likely be missing Wade, Finch, Maxwell and possibly Hastings so something like this could work:
