It's hard to argue that Martin, Cotchin and Riewoldt weren't a significant part of your premiership success. And then the good timing of FA coming in while you were at the top getting you Lynch too.
There were heavily compromised drafts in 2010-13. This most disadvantaged teams who were in the bottom of the ladder at the time, and most advantaged teams who were at the very top of the ladder at the time.

In 2010, Richmond finished 2nd bottom, but instead of getting pick 2, got pick 6.
In 2011, Richmond finished 12th, but instead of getting pick 6, got pick 15.
In 2012, Richmond finished 12thm but instead of getting pick 7, got pick 9.

The compromised drafts helped Hawthorn massively.

They didn't help Richmond.

Richmond were fortunate they nailed key picks in the 2007-9 drafts.

Adelaide also nailed key picks in those 2007-9 drafts too. Crows lost 1st and 2nd rounders in 2012 and 2013 drafts, but recovered well to make finals in 2015-7.

West coast eagles nailed that 2010 draft: Gaff, Darling, Lycett and McGovern.

An interesting point about Vic dominance is the way that 3 Vic clubs had dynasties producing 3-4 flags each in the last 15 years. These results obviously skew the overall picture of Vic GF wins.

If you think about those 3 teams, Geelong are the biggest anomaly. They had some seriously freakish father-sons, as well as drafting a number of players with late picks who would go on to become All-Australians. I don't think that situation will ever happen again. It was the perfect confluence of factors, resulting in the best team of all time, imo.

But Richmond and Hawthorn had some similarities. Hawthorn's squad was built partly on the back of good player development, some clever topping up, and also some canny drafting in the later rounds. But it was also built on top 5 picks Franklin, Roughead and Hodge (and Croad for 08). Lewis and Rioli were picks 7 and 12.

Richmond similarly did some clever drafting and developed players well, but also relied on first round picks for Riewoldt (13), Cotchin (2), Martin (3), and Vlaustin (9). Rance was pick 18 but was a priority pick.

St Kilda around 2010 never won a single flag, but they similarly had a stack of first round picks.

Melbourne currently have Brayshaw, Trac and Oliver as top 5 picks, and Pickett at pick 12.

My point is that, leaving the Geelong anomaly aside, it seems that bottoming out and being really s**t for a few years has helped some teams build the bedrock of A-grade talent that is necessary for a dynasty. That is not enough, as the teams above also did an excellent job of getting other quality players through other means, such as rookie and mid-season drafts etc.

It seems like interstate clubs, probably due to their $$ and H&A home ground advantage, tend to win enough games to not truly bottom out, and so they struggle to build the crop of top 10 draft picks necessary to become a super elite team. Whereas a shitty Vic team that is playing a lot of its home games against top 4 Vic teams at the MCG is going to lose a lot of its 'home' games, and so is much more likely to finish bottom 2.

So, basically, the reason interstate teams aren't creating dynasties is because their advantages cause them to never bottom out and draft their way to a fat stack of talent.
 
A good start would be to allow some extra soft cap particularly for WCE and Freo due to the excessive travelling to be spent on recovery
or 2-3 more blokes on the rookie list with all that fatigue and injuries....

ah what the hell, the AFL wont help the WA clubs. We will just get home games every week on a tuesda morning dead slot.
 
I feel we should move to a quota system on premierships which will deliver equal opportunity for all clubs

we all win, when everyone is a winner!
Otherwise known as the "fairy tale premiership"
But the AFL didn't organise them...............
