Putin proposed to denounce the European Convention for the Prevention of Torture

Vladimir Putin submitted a bill to the State Duma to denounce the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.

After withdrawing from the convention, Russia will no longer be obliged to allow international inspectors into correctional facilities. Complaints from Russian prisoners to the European Committee for the Prevention of Torture will no longer be considered.

The explanatory note to the bill states that since 2023 Russia has had no representative in the European Committee. This is due to the Council of Europe blocking the procedure for electing a new member from Russia. The document notes that Moscow's appeals regarding the restoration of representation have gone unanswered, which, according to the Russian side, contradicts the cooperation principle enshrined in the convention.

The participants of the European Convention for the Prevention of Torture are the member states of the Council of Europe. Russia signed it in 1996, and the document came into force for the country in 1998.

In 2022, Russia left the Council of Europe after 26 years of membership.

The convention is only binding on the European Council states, Russia is not party to the European Council.

Ukraine who are party to it have admitted to breaching it, but no action has been taken against them, so the whole thing is pointless.
 
The quickest and easiest way for the killing to stop is for the Russians to cease their illegal invasion of Ukraine and go home.

The second world war was precipitated by the grossly unfair Treaty of Versailles but some still deny this. That does NOT mean that Hitler was NOT an evil bastard. What it means is that the settings were put in place to unleash his terror and the same is true of the putrid and devastating war in Ukraine. Putin is not an angel or free of guilt but to simply ignore what happened before hand is derisory.

The kidnapping of Israeli citizens on the 7th of October 2023 was precipitated because of 75 years of oppression and land confiscation by the State of Israel. Does that make Hamas's actions acceptable? No it does not but it was not something that happened just out of the blue! It cannot be viewed in isolation and it does not exonerate terrorism.

The more we make history, write history to suit our narratives, the more likely we are to repeat the catastrophic mistakes.

If russia hadn't illegally invaded Ukraine we wouldn't be in the position we are now, which is over 1 million russia soldiers dead and thousands of Ukrainian citizens murdered by russia drones and missiles.

Actually no, if Russia stops now it goes back to Cold War and prepping for next hot or proxy war. They have Ukraine on the ropes, ( or at least they think they do ) China will back them as much as needed, and I think China believes they have the west on the ropes too. So they might even be keen to pump resources into Russia to deplete the west the same way the west thought they could use Ukraine to deplete Russia .
