Seems like your issue is with how we handle the trade table then.
Retention and trading are intertwined. You "lose" players when they go for nothing in return. You "let them go" if there is an advantage to doing so.

I would happily let Lever go but I don't want to lose him

Depends if they have interest from other clubs at the salary they're supposedly demanding
I totally agree we have to do something.
Problem being just paying overs comes with its own problems. When a guy is set on going to the highest bidder im not sure quality teams can compete. We need Rob Gerrard to give out some 200k promo jobs. No club involvement of course.

My 5 point plan to retaining players or mitigating the loss;

1) don't recruit any kid from Geelong or vic metro
2) meat and potato kids. "Your dads a football administrator" - pass
3) get rid of "were the pride of Sth Australia" from our song.
4) don't let kids spend too long in the sanfl
5) if they do go stop accepting unders in your return. We should have "hand" in all of these negotiations.

Problem solved.
Point 6 - don't draft non SA kids who already have a long term girl friend at 18yo

Very serious. The whole comp has now seen a big flaw in Sloanes game re the tag.
He would still get offered massive overs to go back to Victoria. Its not like he hasn't performed with a tag. See his games against Port, Geelong and Sydney!

Clubs would be offering him way over what we are paying him i have no doubt.

For sure, but I'm not sure they would be as significantly overs as Lever.

Here is my question, if Lever came to you and said he wants $850k to stay, he won't accept anything less, its $850 or goodbye, and you weren't prepared to pay that amount of coin how would you keep him here?
I'd hope that our premiership blueprint would be pretty clearly mapped out for the players and that fostering buy in would be a massive part of our operations.

What I don't want to hear is that our initial offer was a massive surprise and akin to a slap in the face. Haven't we been open and honest? Surely players are being sold the system and the merits of it with examples of successful clubs mapped out for all to see.

Out of M Crouch, Sloane, Lever or Gov who are the least disposable?

We have a set pool of money. Paying Lever and Gov 1.3-1.5 million makes us a wounded animal. Teams will know we are closed to being maxed out and will come after our best players next year.

Personally, I think M Crouch and Sloane are far more important to us achieving premiership success than Lever and Gov and in no way should we risk losing them to sign the two currently out of contract.

That's wrong.

Not by much, though.

Sloane and Crouch are pretty important. But top key position players are rarer.

Your main point about not saddling ourselves with two huge contracts is correct though.

And if those two signed on now, I'd have no problem with that. The issue is that we could lose Lever and Gov this year and STILL lose Sloane and/or Crouch next year, especially if money isn't the reason for leaving. If we had to choose 2 to keep, I'd choose Crouch and Sloane. But, until they sign, losing all 4 remains a possibility.

Keep Jake and Gov in the team for now. If we win a prelim final then stick contracts in front of them on Monday morning of grand final week and say sign or you're dropped :p
To me it even more simple, If Hartigan and Keath go OK on Sunday then it's Talia for Lever unless he is staying next year, They say a finals game is worth a few Home and away for the experience. And I don't think we lose that much if we do drop him Lever is not a match winner. Keath can cover Lever intercept role and defend one on one if needed, also it gives us more pace with Both Hartigan and Keath being very quick players.
But more importantly, they will play and bleed for the Club

You can re-sign him during the trade period or even afterwards if it looks like things aren't going our way.

We're talking about a player that will supposedly stay if we meet his salary demands. So during negotiations to trade him, it looks like we're not getting a good deal, we go to Lever and say we'd rather retain you, here's the cash. Alternatively, the opposition club gives us a good deal.
Straying a bit too far from the point to prove it.

I think we have more ability to cover Lever and Gov, but we are thin on quality mids, and Sloane and M Crouch are probably 1 and 2 in our B&F this year.

Lever will look great this week, leaving the lumbering 3rd tall to help out the other boys.

Hartigan and Keath will have their hands full but I can't wait to see how they go. Hopefully all 3 get to interchange roles this week but I would've thought the initial set-up would have Keath further afield on Darling, Hartigan deeper on Kennedy.

Considering contracts are finalised by 31 October, I don't think you could do that, even if it was at all viable (which it's not)

How do you propose we adjust to that? Just draft SA kids? Good luck in getting a good team then. Have a look at how many SA kids are taken in the draft compared to non-SA kids.
Despite the they might well slide at draft time, there seems to be up to 4 SA players who could well be in top 10 contention according to our resident draft watchers and if Lever, CC and Gov (hopefully not), that gives us a very unusual opportunity (for the Crows) to trade into the premium draft picks when they include elite SA raised prospects. The planets are aligning for us next year - we really should try to get amongst it.

True it wont help us for a couple of years but eventually it will be like having SA born versions of the Gov, Sloaney, Crouches. THen we'll get a chance to see how much the go-home factor plays in our player retention.
