So it is not an issue if we have not got 15 players on our roster by the start of week 1?

No, the minimum is thirteen, 15 is the max. Just like in the NBA. Players based overseas do not count as they aren't eligible to be called up, nor are they on the books yet.

We should all have 13 guys already anyhow, 12 if you've waived someone. And as long as teams field twelve healthy players I won't be cracking the whip. I'd suggest teams go with 14 or 15 since we have ten active spots this season.

Need everyone to log into ESPN and waive the players on their roster (autodrafted) ASAP so we can all then add the players we drafted. Sorry for the inconvenience, waiving players as league manager is a PITA, have to do them individually whereas team GM's can waive their entire team in one hit.
