What is the AFL using to dictate what state players qualify for ATM?
It was always changing, and sometimes to disqualify a good player from playing for a non Victorian team (aka Wayne Carey).

Would it be the state they were drafted out of, or where they played the majority of their Jr football in?
Makes for some interesting ones such as Viney, Pickett, Dylan Stephens etc.
 
It was where you lived the most in the age range, not where you played.

Which is Tom Hawkins was NSW, having played school and junior footy in Victoria. But the age range did vary once they moved to each players only having one state. It may well have finished as 12-18.
