We all know the former by now, the latter apparently is the court officer who set the bail conditions. There is very little on more wellknown MSM sites regarding Cornwall, and what is out is subject to confirmation.


 
Why are you focusing on the people, when the reason (from your own article) is clearly stated to be:

It sounds ripe for a vicious cycle:

Over-policed population causes court backlog.

Legal practice of assumption of bail.

Courts look at backlog and decide they can’t keep people in crowded jails for years without trial.

Bail granted on lower conditions.

Crime! Courts are going easy on criminals! Revolving door justice system!

Court backlog grows as law enforcement is “toughened” leading to even more over-policing.

Repeat.
