Taron Egerton might be an option except for his height (5'9) but you could probably work around that easily enough and perhaps his role in The Kingsmen films working against him.

Aaron Taylor-Johnson might be another option if going towards the younger end. He a known name but not too famous.

Jack Huston but he hasn't really been able to pull off a starring role.

Id go for Cavill out of the obvious choices just because he was basically bond in the Man from Uncle (good film btw).

But he has also signed on the play the lead in a movie called Argylle about a spy of the same name being directed by Matthew Vauhgn.

They will probably say he is too old now, but perfect choice imo

If they want diversity than go no further than this guy.
 
Because for some very strange reason the op has decided James Bond can be played by a woman but not an American putting on an accent.

I can understand people having a cry about opening up the role to a woman, but the bitching about not being able to choose an American has got me scratching my head.

Name an American that can convincingly pull off playing a brit, even Canadians with British parents struggle (looking at you Keanu Reeves ;))

Name a female actor than can convincingly pull of playing seine called James Bond...

And Peter dinklage. Might not meet the age criteria though.
 
Sam Reid's application for the James Bond apprenticeship program. 35 in a few months. Brit-familiar. Has the clay to mould.
