While The Power don't have the same upside that the Crows have, I actually rate Chris Davies as a list manager. If Port target a player, more often than not they get them. They have worked their way up drafts boards well doing deals with other clubs, and their talent id at the draft is not bad.
For whatever reason, they just keeping falling short.
Long term they have a good midfield, if they can keep Butters, and if both Lord and Whitlock can become good key forwards, then they could be a very competitive side for a number of years with that core.

port actually have more top 5 picks on their list than the crows do

I think all of that is relevant. I obviously only see them as an outsider, and not as in-depth as someone who isn't into the club as a supporter like yourself.

With Chris Davies, I see him go after non SA players like Alir Alir, Finnlayson and Ratugolea and get them, when they identified someone they thought was a need.
He also has a good relationship with other clubs and has been able to work his way up the draft ladder to get key targets like Rozee and Berry. As a Crows supporter I was pulling my hair out watching Port get the pick to get Rozee while our club could have.

And, up until recently, Port has managed to keep its interstate players while the Crows were losing theirs. That seems to have changed recently, and with the talk around Butters and Bergman, might not yet be over.

Even players that Port drafted in later rounds haven't been that bad.
I really liked Jed McEntee as a Jr. His stats in the U18s in his draft years were off the charts. He was BOG in nearly every game he played. His only issue was height, and I don't think he is being used right at Port.

So as it stands for the future, I think Port is in a good position to bring players home like NWM, but alot depends on how some of their young kids kick on. There is a young core of mids, and hopefully you can keep Butters, but they need one or two of Lord or Whitlock to make it alongside Georgie, and a Key Defender to replace Alir Alir.

I really like Burgoyne, and if you do get NWM, then alongside Butters, Rozee and JHF I think its a good running and attacking group.

But Port kept Dons score well under 100 point's, surely they are better...

During preseason I had Port playing finals, but after preseason games before round 1, had them missing finals mid table. They don't have the depth to cover injuries.

On an unrelated note, I hope Adelaide never poaches Chris Davies. Would be bad on the karma side of things.

They were chasing Jordan Dawson for some time.
They were chasing Isaac Cumming for a significant time. He chose Adelaide.
They were chasing James Peatling as well. He chose Adelaide.

They were not into Peatling, and just like Luko picked Port over us due to Rozee, Cummings picked us due to Tex.

Port were never into Peatling in any real way. Every club asks the question, but he wasn't any priority for them.

They don’t. As per my post.
They were chasing Cumming for significant time.
And Dawson.
And Peatling (to a lesser extent, but they were still chasing him)
And they didn’t get them.

So your post was incorrect.
