It's playing with the handbrake on having a 6th set of 10 overs just in case anyone bowls rubbish. That's not how you win world cups. It lost them the T20 world cup final. Moeen didn't bowl a ball in that final.

If they had Hales at 3, it protects the finishers and gives them a better chance of playing with the hammer down for 50 overs.
