He has to get permission from the landlord, but the other tenants don't get a say (as far as I know).
If you tell your landlord, go for it.
He obviously hasn't sought permission from the landlord or else the other tenants would have been informed. As a landlord you can't just force the other tenants to live with whoever you please, whenever you please.
