worked so well for Cesaro and Axel.
Putting Heyman with Cesaro was a bad decision in that it kept him heel when the crowd wanted a face turn, it still might've worked but they booked him terribly.
Axel could've worked very well - he's competent on the mic but not super - so Heyman could've been a big boost if they'd given him a serious push. Instead Vince gave him the same push he gave numerous other young guys in that era, where he gave them either a title or name opponents which in his mind was the push...but he booked them like absolute shit.
Axel got Heyman and the Intercontinental Title, OK, but on the negative side he entered into a feud with Trips where he got his arse repeatedly kicked, barely got in any offence, won a match or 2 cheaply by CO/DQ, then there was the bit where Axel wanted to continue the feud but Vince convinced Trips that Axel was irrelevant and wasn't worth wrestling as he was "beneath him". He barely defended the Intercontinental Title during his reign, I think his only feud over it was with Kofi which resulted in a PPV match (which itself was an afterthought push given the Ryback/Axel vs. Punk blow-off was on the same card). Ryback was shoved into Heyman's lap post-SummerSlam which instantly made Axel #2 for Heyman, and also meant Axel now got his arse regularly kicked by Punk (though admittedly Punk gave him much more offence than Trips).
He's a technically sound wrestler that is missing the charisma and it factor that made his father great - not saying a decent push would've definitely gotten him over, but like a large amount of their roster they had the opportunity to see whether there was money to be made with him and squandered it by undercutting the guy through horrid booking.
I doubt they'll bother putting Heyman with anybody else going forward as these days he's too busy - speaking tour, upcoming reality show, various other ventures.
