Going by the front fork design and tyres its a racing bike from around the 1910-1918 era.

So he'd be one of those early hardcore riders back in that era. If he was around today I guess he'd be a MTB rider or something similar.

He's probably pushing a fixed gear so he could push backwards on the pedal to apply the brake force which would then kick the back end of the bike back up and allow him to straighten the bike up to a more upright position.

What's the story behind that?

Screen backgrounds.
When I use a computer, I normally run a few things at once, and use as much of the screen as effectively as possible.
If I want to look at a picture, I look at it. I never spend time looking at a screen background.
And frequently, a picture does very little for me.
