Of course it is a contributing factor, however you should only have to slow down when there are lots of people around/kids especially. If 1-2 people are stupid enough to just walk out onto the road without looking it's their own fault.

Why in other countries where they have much higher speed limits do they have much less fatalities on the road? I tell you why. Because they know how to drive.
