Title is falsehood. We didn't rebuild before, and 2020+ was not a rebuild, rebuilds aren't adjudicated on within 24 months and the 3 picks were a matter of circumstance forced on us (player exits) and not a deliberate plan to go into a rebuild.

2023+ is the first time we've gone into a deliberate plan to rebuild the list.
