I liked the first episode after Christmas and New Years, the prison riot scene was pretty good but not enough Bruce & Alfred and I'm keen to see Tom Elliot again. I also heard there won't be another episode for two weeks now already had a whole month without Gotham.

From what I can tell the character is based on a villain called 'The Electrocutioner'.

Episode on tomorrow but when I was looking up on wikipedia I noticed 2 episodes later is titled "the fearsome Dr Crane".
