The SS&A Ovens and Murray Football Netball League advise a Special Board Meeting was held Monday night, to address the recent sanctions handed down by the AFLNEB disciplinary committee to the Wangaratta FNC in relation to salary cap breaches.
The OMFNL Board can confirm that the Wangaratta FNC has been found in breach of the following OMFNL Bylaw:

6. COMPETITION CONDITIONS
iv) Clubs must observe the OMFNL Equalisation Guidelines, and the AFL Victoria Community Club Sustainability Program, including AFL Victoria Player Points System and Allowable Player Payments Rules.
As a result of this breach, the OMFNL Board have acted under the following OMFNL Bylaw:
29. INFRINGEMENTS
a) Where the OMFNL is of the opinion that a Club or any coach, player, trainer, official or employee of a Club has contravened the provisions of the Memorandum and Articles of Association or the Bylaws the OMFNL may deal with the matter in any manner which in its absolute discretion it thinks fit.
The OMFNL Board have determined the following outcomes:
The 2022 OMFNL Senior football premiership awarded to the Wangaratta FNC cannot be recognised due to the AFL Victoria APP Rule breach. As such, there will be no OMFNL Senior football premier declared for the 2022 season.

The Wangaratta Magpies Football Club has been stripped of its 2022 premiership flag following salary cap breaches.

The SS&A Ovens and Murray Football Netball League (OMFNL) held a Special Board Meeting on Monday night after recent sanctions were handed down to the Wangaratta Football Netball Club in relation to salary cap breaches.
"The 2022 OMFNL Senior football premiership awarded to the Wangaratta FNC cannot be recognised due to the AFL Victoria APP Rule breach," the Board confirmed in a statement on Tuesday afternoon.
"As such, there will be no OMFNL senior football premier declared for the 2022 season."

The OMFNL chairman David Sinclair said it was important to maintain integrity in the game.
"Whilst aware of the emotion surrounding last night's decision; particularly to the players, volunteers and supporters of the Wangaratta FNC, the League remains committed to the Allowable Player Payment Rules and absolute integrity around this," he said in a statement.
"Where a breach is proven, innocent mistake or otherwise, the League simply cannot award a Premiership where sanctions are handed out that bring into focus the integrity of the competition."

A further blow to the club​

The Wangaratta Football and Netball Club had previously claimed their $28,000 breach of the league's $125,000 salary cap was unintentional.
The club earlier this month was fined $28,000 for the breach, which was self-reported, and hit with a range of sanctions after it failed to lodge player declarations or non-declared player statements correctly and exceeded the salary cap.
The sanctions included being ineligible to receive premiership match points in the first two games, and having total team points reduced by four for the entire 2023 season.

The sanctions were handed down by the AFL North East Border Disciplinary Committee.
The Wangaratta Magpies did not make an appeal when the initial fine and sanctions were announced.

I don’t understand not awarding the Premiership to Yarrawonga instead. I know it’s messy but it’s also not fair that they missed out on the cup because Wangaratta went over the cap.
 
Why. They didn’t beat a side that on the day was’nt paying over the salary cap.

I must be missing some detail here because I thought Wang Magpies breached the salary cap last year, hence being stripped. Wouldn’t that mean their Premiership team was over the cap?
 
Not on that day as finals are not included in the salary cap!
I just skimmed through what I believe is the AFLVic policy. I couldn’t find any reference to finals being excluded. I’m not saying that such a policy doesn’t exist but simply that I couldn’t find any references.
I can see that including finals could create problems.

Wangaratta got what they deserved, it’s a hard tag to shake now, two losses in the first two rounds and are gearing up for a thumping this week. Could we see them drop out of the five come finals time?
