    The difference is that each club has access to the same rule. Although the draft is no unaffected, it is at least applying the same rules to everyone.

    The difference being that the F/S rule is the same for each and every club. It does not differ. One could make an argument for zoning for a period of time until Gold Coast and GWS have the opportunity to partake, however it is far bigger advantage to have Zoning concession than F/S concessions.
