Usually only the top 2 teams get home finals the first week. All other finals up to GF are usually at Port Melbourne and telecast on Ch7. You could be unlucky here.
You're a week late with the VFL GF. AFL GF is scheduled for 24/9 so VFL GF will be 18/9.
And yes, should be a 20 game comp. VFL reserves and even U19s always played 22. Reckon the Qld & NSW clubs will double up meaning almost all Vic clubs can play each other Vic club once.

Fitzroy would have no interest in this idea, nor would any other clubs not currently in the VFL. And 100% no country leagues would be interested in something that would destroy country leagues. It would be a hard pass from all parties you mention.
Almost impossible. Demons. Cats and Dogs/Dons players will be in Perth. GWS players will all go home as soon as they are out of AFL finals, and Southport have no chance of being allowed back should they come to Victoria.
Box Hill about the only team that could field a tea anywhere near full...
The clubs in EFL, etc do not want to join a new league. Travelling all over Melbourne and killing off local rivalries is a quick way to kill of string suburban clubs.
The only possibility would be for Port, Willi, Weribee, Coburg and Port to join the top 2/3 clubs from Western and Essendon...
Harsh if someone got 18 votes by playing six games for a club that played 11 games is belated on average by a player who got 15 votes from nine games for a club that played nine. No perfect solution here.

Better to just shuffle the teams around and give Footscray the forfeit as minor premier.

Finals are different. You can't just add randoms. Plus if GWS make AFL finals their whole squad could be in Perth or Adelaide. Same for Cats, Dogs & Dees. Clubs won't be able to fly players back and forwards. Can't see this working unless AFL finals are played at MCG.
Not sure if Vic & Qld Govts would let Box Hill fly to GC to play Southport in two weeks, and no way would GWS be able to play in Melbourne. GIven the situation in Sydney reckon they will have to forfeit and that would have Frankston or Werribee 8th. In fact, Southport might also have to forfeit...
Only 16 rounds (which is a joke - less than suburban leagues), usually starts early April reckon might start the week after Easter in 2021. I doubt there will be conferences with separate ladders or finals, more likely groupings to allow NSW and Qld teams to play each other twice. Like the AFL...
Not all clubs. There are not any Box Hill supporters left who are not also Hawthorn supporters. A coupe of dozen were still going t games after the merger but all dropped off after the club adopted the Hawthorn jumper around a decade ago. Also I am pretty sure not single Springvale fan still...
Two reasons that won’t hapoen.
1. Clubs already have most players on contract for 2021, so hard to cut at short notice.
2. 2021 will be another COVID affected season, with the possibility of short breaks again and possibly no VFL. Current list sizes may be needed.
