Telstra was a government run monopoly, like most utility companies before privatisation (ie gas, electricty, water, etc).
These monopolies owned all the associated infrastructure and ran a competition free retail arm.

Howard should be criticized for not splitting wholesale from retail regardless of the price he received.
Conroy's internet filtering scheme is a debacle and he rightly deserves to be heavily criticized for it, but he is doing the right thing splitting Telstra up.
