Carlton/Richmond/St.Kilda could always offer him a one year deal at a reduced cost with the understanding that they trade him to one of the Western Australian teams the following year. Not ideal for Headland but a way of getting home with only a one year delay.

As I remember the rule, a deliberate trip by hand is now a free kick and a 50 metre penalty, but not a reportable offense. A trip by foot can be reported, but the automatic 50 metre penalty for a report was abolished a couple of years ago.
