I think you are getting mixed up by promotion/relegation issue in England.  There is a playoff series, however, this is contested between teams in third to sixth positions on the league table.  The top two teams qualify automatically.

The playoff system was brought in so sides in mid-table could get promoted to a higher division.

For example, last season Charlton won the 1st division and got promoted to the premier league along with Manchester City who finished second.  Ipswitch Town won the playoff system.
