Because they are closer to standard road cars, and closer to how the cars would really run.

The Ford engine is still the same engine they have been running for years. The Fords are not allowed to run their new BA engine, as it is twin overhead cam, and would present an 'unfair' advantage.

What happened to rewarding advances in the technology of the cars?
