It's a bit like charging a truck driver for speeding even though his speedo said he was travelling close to but under the speed limit because there are suspicions that his truck's speedo isn't always accurate. I mean there's no direct evidence that he was speeding but he can't prove that the speedo was 100% accurate all the time! .... and he'll be banned from working for 50% of the length of an average career!!!!
Nah.
Its more like a truck gets caught on a speed camera doing 30k over the limit dozens of times. But the dog ate the logbook that shows who was driving at the time.
