Reply Box At Bottom Of The Page Coming Up Blank

Hey have had this turn up a couple of times now where there is a space for the reply box but it is grey instead of white and as a result when clicking it cannot reply and have to quote a post to do so. When I quote the post it takes me to a new page to reply rather than sends it down to the bottom of the page like it normally should do.
