Well I hope we get a season like 2006 where all 4 sides were non victorian.

Biggest chances are West Coast as the biggest and richest club in the land, the only way the Victorian Government/AFL can hurt them is through blatant umpire cheating (not unprecedented).
Sydney also as the Corporate dollar of the glamour side from the country's richest and most important city is still coveted.
Outside of that, nobody really.

Unlikely. The 2006 season was the final straw. The Royal Commission, Operation Heartland and The Sporting Capital Governmental Funding model kicked off in earnest from that point. Unless the Greens win power and Victorian Government suddenly stops funding the AFL, the inbuilt ROI the AFL owes it's Overlord will see the lopsided, corrupt nature of the "competition" continue unabated. That's not even accounting for the many other Victorian Vested Interests that will prevent such an occurrence.

You might be right. The VFL thought it was an insult for all 10 Victorian sides to finish below the Fremantle Dockers LoL.
