It's worth noting in the case of the Bondi attack, these guys appear to have been radicalised pre 2023. Asio were interested in 2019.
But, yes groups like Isis use these conflicts to attract recruits. Even if Isis don't really care about those conflicts, it gets people through the door at least.
It's an interesting proposal that I really don't understand how it would work in practice.
