As for me Umpiring Macedon this stuff comes up every time I umpire them, yes I grew up in Macedon in fact I used to play there, that was almost 6 years ago.     Because the law book says it should be a report, just like it says head high tackles should be a free kick. And I think I have the credentials to be making comments on umpiring, unlike yourself who has probably never given it a go, but seems to make plenty of comments about it. ;)
