There were quite a few suspensions last year for actions rather than results - or rather they put the base for the action as a suspension, and then the results increased it. This year it seems to have been dialed back a lot before Charlie's charge.

FWIW Cripps was suspended by the AFL and they fought to keep him that way. He only got off through incompetence in the legal department completely unrelated to whether or not his action was illegal (which it was, and the tribunal agreed).
He was being held out of the ruck because he's still been growing all this time, and the club didn't want to subject him to injury and damage while his body was still not fully finished.
