it's not rudd's fault but you can't get elected without being a god botherer and that's a failing of the political system

it also gives the VIC teams less incentive to tank because they know they'll miss out on the prospect of high-draw (and crucially free to air) games against the big 3. doesn't do anything to eliminate tanking in the non-vic teams though.
