In the last 10 years, amateur competitions in European countries have gone from 4-5 countries to around 15 countries and the total playing numbers from 1500 to close to approx 7500 (with some 85% non-Australians) - all with very little direct involvement from the AFL.

An interesting idea... though I have my doubts on the policing and unintended consequences of it.
In fact, in many European 9-a-side leagues, zones are used for scoring and where the players start (after a goal or qtr/half time).
Perhaps for 18-a-side it's not such a radical idea? No less...

Not so odd after all. Footy in Andorra started in a similar vein (a Scottish ex-DAFL president moving there to live). Interestingly, a number of countries were started by locals after seeing the game on TV (i.e. France, Portugal).
