I dont think the AFL or AFL Victoria can impose anything on competitions or clubs that dont fall within the VFL/VCFL/TAC. Its broad policy directives only, and even then the individual leagues can ignore it.
this isnt just an issue in Victoria though. District and Regional comps are doing this all over the country. No salary restrictions, and they can offer jobs and other incentives.

Its possible - the statement did come from the Administrator, and not the club itself - a minor technicality. AFL Victoria didnt make a statement of any kind yesterday, which does tend to indicate theres no final resolution as of yet.
