Not from my memory. They use to play 1 or 2 Tests followed by the first half of the tri-series in December. Then more Test matches then they remainder of the tri-series sometimes followed by another Test or 2.

It all comes down to money in the end. The fact is the ICC would struggle financially without the Sub-Continent. They bring in the majority of the money the ICC makes. It's only fair that they should get the World Cup more often than every 20 years.
