But the footy media has a large portion of ex-footy players/people with club links. A lot of them are also in tight with either people at clubs or the AFL themselves. It's often difficult to segregate the two.

As above, the journo mentioned "football" meaning the industry as a whole including media (including ex-players). The heading was "AFL football" which the sub-editor took license with but again I didn't take that to mean the AFL literally. It's the "footy community" or "the family" (la familia)...
Saying the "AFL" are blaming her is taking it too literally - the heading is "AFL Football finds a woman to blame" meaning those in the industry, namely ex-footy players in the media or media mouthpieces.
It's (some of) the media trying to shift the narrative from what Whitfield, Allan and Lambert did to why she reported the issue to GWS/ASADA. Why is her identity or motive even up for discussion? Who she is or why she did it is irrelevant.
