Hold them all in Tas (and it would surely only be a 6 match round) and you have an attendance for the round lucky to get much over 125K.

It's not fair, but people on high incomes like Thomas have a lot more access to lawyers. Also payouts for unfair dismissal tend to be far higher.
It's understandable that North (presumably with the AFL's support) wanted to make sure all the i's were dotted and the t's crossed before taking...
With west coast, the problems grew behind the scenes until nobody (club/media/AFL) could deny it any more.
Partly due to that, there is a lot more monitoring these days (AFL drug code), so the Melbourne problem is still probably a year or two less developed than where WCE was at when their case...
The other relevant factor for the 'early days' is where the VFA teams were, particularly the bigger ones, and where the train/tram lines went.
