Section 51 of the Constitution also mentions the power the Commonwealth has to intervene in these situations.
That Morrison's government has let this situation unfold when they could have arbitrated from a position of authority and set in place a cohesive border control strategy is reprehensible.

I just noticed this today, but in 2018 one of Clive's ads starts like this: "If you want the dole for life, free marijauna. Vote Greens."
