Is the Australian Electoral roll the same as State electoral rolls? I updated my details before the federal election but keep on seeing ads for the VEC for people to make sure their details are up to date. Surely the bureaucrats arent that incompetent.

They are.

I don't know what it's like now but they used to send you out a card when you changed your address that told you what federal and state electorates and local council ward you were in.

Just moved recently and updated details, they just sent out a letter now, no card like they used to.

My understandig is that the rolls are different, as different rules can apply (eg. a 17 year old can enrol in some jurisdictions, ready for voting when they turn 18); but the state electoral commissions and AEC share data so updating one will update both.
