Legally, probably not.

But who is going to book him? Himself?
 
if you google around you'll find a document which lists all the rules about parking... I got off a ticket a couple of years ago after reading these rules, finding that the ticket was issued incorrectly and the ticket was cancelled...
 
Can a council parking officer (I'll call them that for the purpose of this forum!) park illegally to issue you with a parking ticket? Do they have the 'power' to commit an illegal act to fine you?

If you have a real problem with the ticket and the circumstances write to the council expiation department and make a complaint regarding the officer and the situation. It may not get you out of the fine but you could see disciplinary action given to the officer.
However, in regards of the ticket most "no parking" zones do also have a "council vehicles excepted sign" that gets em off

of course they can, whats the difference where they park? if your parked illegally thats all that matters, it different with speed cameras im sure....
