How do Universities decide upon their TER score (or equivalent) for admissions?

For example, Adelaide Uni has 70 for a Bachelor of Economics, yet Syndey Uni has it 92.

It is based on demand? Does prestige come into it?

I think....

Basically university's have a set amount of people they will take for an intake. The person last person they accept, the person with the lowest TER, is the basis of the TER score you see in the uniguides the following year.

Obviously there are a number of factors that influence why certain degrees have a higher number of people with higher TER's applying for them, but yes that's the jist of it.
