Recalling bounces

As per laws of the game:
13.3 RECALLING BOUNCES OR THROW-UPS
(a) A field Umpire may recall any bounce or throw-up of the football that in the Umpire’s opinion does not allow for the football to be contested by both Rucks.

A typically rubbery rule that feels as though it is being relaxed. For a while it felt as though every bounce that was slightly off centre was recalled as a throw up. The interpretation being that an off centre bounce didn’t allow both ruckman to contest the ball.

However, there seems to be a lot of off-centre bounces that are now deemed ‘contest able’ by both rucks. Which is fine but it is now leading to a lot of frustrating ruck free kicks where the ruckman camped under the ball gets done for ‘blocking’.

Is this just crap umpiring or a clear directive from the league?

I think there's been a lot more skewy bounces of late. I'm not sure why. If it's one or two a game I figure the umps don't mind calling it back. If it's three or four times a quarter, recalling them gets time consuming and embarrassing.

The center bounces in the Geelong/Collingwood game, for example, were utterly heinous.

Just throw it up now. Umpires can't bounce it properly anyway. Waste of time

They only recall it now if it goes outside the circle, which basically means a 45 degree angle. Still happens all the time? Why are they so s**t at it? Just chuck it up
