I see this question has been raised quite alot. I had the same problem a couple of months ago, and we thought it was actually our equipment. Most of the time, it isnt. Its usually Windows XP or Norton Anti-Virus that causes alot of this garbo, which is full of so much protective stuff, that it blocks certain things from working on your computer. (Personally, i cannot run Renegade or play C&C Online, while Norton is active)
Anyway; ive just grabbed a few different things and put them in this post. There are multiple solutions, depending on the error you have.
1) http://support.microsoft.com/kb/871233 (That is the official Microsoft tutorial, it solves the problem most of the time. Except its quite an advanced tutorial, which makes absolutley no sense to people like me.)
2) http://www.ntcompatible.com/Desperately_need_help_---_USB_Devices_Not_Recognized_t32356.html#163035 (Thats a link to a forum, where some bloke has had the same problem, the answer involves opening the registry, and fixing the manually, dont worry, its explained completley)
3) The way i got to do it, was by doing this - Firstly, right click My Computer and go to Properties-Hardware-Device Manager. Then scroll down to the last section, which should be Universal Serial Bus Connectors. Below is a list of a bunch of USB connectors. Disable/Enable the ones which are giving you the problem, which should fix it.
