Hmmmm, really depends whether you want to develop static or dynamic web pages. And also whether you want to learn HTML syntax, etc. or whether you want to just use a graphical-based program to make the pages. There are plenty of cheap books on HTML.... I think there's something like a Dummies Guide to making Web Pages for around $25. Also plenty of tutorials around on the internet for free.

If you are going to make dynamic stuff, Microsoft has a Express Edition of Visual Studio for Web Development, which is free to download. But as far as I know this uses ASP.net pages so you would need your files to be hosted on a Microsoft Web Server. Otherwise you could teach yourself PHP or similar... plenty of books around and tutorials on the web too.
 
easiest thing to do is to just find a decent template on the web and customize it. then all you need to know is some basic html and the rest is common sense.
 
Dreamweaver is a good program to use.

You can get it from download.com

You dont need any knowledge of code or anything, it does the HTML and CSS code automatically.
