Don't just rip things off other forums and claim it's yours...just say "I came across this.." instead of "just realized..."

Can someone please explain why some teams wear colored shorts at home while others wear white shorts at home and vice versa. And how they are classified?

There is no rule as to what coloured shorts a team has to wear at a particular venue in league or union. It is purely up to the teams to decide I believe, though jersey selections seem to now be more in the NRL's hands than in the past as I know that they set out what jerseys the Tigers were wearing in each round this year (well up to about round 20 at the moment).

From the 2012 NRL Operations Manual, Section 1

1.15 JERSEYS
1.15.1 Jersey Clashes
a. All Clubs are required to have two playing strips in contrasting colours
to avoid clashes with other teams that may play in similar colours.
b. In all cases the Home Team will be entitled to wear the playing strip
of their choice. The Visiting Team may apply to the NRL Director of
Football (or his nominee) for approval to wear either of their playing
strips, however, where the NRL Director of Football (or his nominee)
considers that the Visiting Team’s strip selection does not suffi ciently
contrast with the Home Team’s selection, the NRL Director of Football
(or his nominee) may direct the Visiting Team to wear their alternate
strip.
c. If the NRL Director of Football (or his nominee) is of the opinion that
the colour contrast between the two playing strips of any Club is not
suffi cient, the Club concerned will be required to have a third playing
strip in a completely contrasting colour available for use as directed
by the NRL Director of Football (or his nominee). Any Club required to
have a third playing strip will be advised in writing by the NRL Director
of Football (or his nominee).
d. The Form of Notice (attachment E) advising of the Home Teams
selected playing strip, and the Visiting Team’s requested playing
strip, must be completed and faxed or emailed to the NRL Director of
Football (or his nominee) by 5:00pm on the Monday preceding each
match.
e. The NRL Director of Football (or his nominee) will advise Clubs of
approved playing strips as soon as possible after receiving the Form
of Notice.
f. In matches played at ‘neutral’ venues (e.g. Finals) both participating
Clubs may apply to the NRL Director of Football (or his nominee) for
approval to wear their preferred playing strip. After considering such
requests the NRL Director of Football (or his nominee) will advise both
competing teams of the approved playing strips for that match.

1.15.2 Jerseys (Traditional)
Any proposed use of traditional or modifi ed jerseys for particular matches or
occasions must be approved by the NRL Director of Football (or his nominee) at
least one calendar month prior to the date of the fixture.

Confirmed sides for the new second-tier Union comp (National Rugby Championship). Probably not all finalised names.

Brisbane City
Queensland Country
North Harbour Rays
Sydney Stars
Greater Sydney Rams
NSW Country
University of Canberra Vikings
Melbourne Rising
Perth Spirit

Rays, Rams, Vikings and Spirit seem to be the holdovers from the defunct ARC.

As well as the Rising, based on the Melbourne youth team name of Rebel Rising. Pretty awful though, can't see myself shouting "come on, Rising"!

Rumor has it that the 2014 Penrith Panthers heritage jersey for this year will be a replica of the 2003 black jersey worn in the grand final and not the brown and white originally teased. Let's hope it's true. Credit to MWSE47 for this mock-up

I'd prefer the one that was originally teased over the 2003 jersey. Also the sleeves were plain black on then 2003 jersey

2:47pm: The Raiders will wear a special Legacy Jersey for the match against Penrith, to help celebrate the NRL’s heritage round. The unique Jersey features the name of every Canberra Raider player to have played first grade up until the end of the 2013 season, as well as featuring the years of the three Raiders Premierships (1989, 1990 and 1994).

This is a mock-up design by MWSE47. This is what the 3/4 sleeves looked like on the jersey.
