Ladies and jellyfish it's that moment we've all been waiting for. The franchise bidding.
Here are some basic guidelines on how I would like everyone To go about this.

Franchise Name- Here post your franchise location/ nickname
Stadium- Your team's potential home ground.
Why you should be admitted- AS there are only 16 spots available you are going to have to do some serious begging. Here post draft logos, mascots etc.
2nd preference- Just post the city you would like as your second preference here. No need for all the fancy stuff for this one.

So, what are you waiting for? Get in and get your hands dirty.
 
Well, here we go.
There are traditional design types which permeate both codes.

Rugby Union:
-plain
-hooped
-single band across the middle (very popular with South African provincial teams)
-butcher hoops
-unique custom hoops (similar to the Gordon Highlanders or Southern Districts in the Sydney Shute Shield competition)
-harlequin quarters
Rugby union rarely, if ever, uses soccer designs like sashes or stripes; and they never use vertical halves (like Blackburn Rovers) and certainly never ever use chevrons, that's an RL custom. (Bath Rugby club tried a chevron design once and their fans sarcastically asked them if they were switching codes over to Super League)
Traditionally, the shorts and jersey are different colours, with the exception of the All Blacks and England; though this is changing recently.
National teams generally wear plain jerseys, Argentina and Japan being the more well-known hooped exceptions.
Lots of old national and provincial unions favour a floral emblem. This was done to differentiate the sports in the early years. For example, England is "Three Lions" in soccer and a "Red Rose" in rugby union. Scotland is a "Rampaging Lion" in soccer and a "Scotch Thistle" in rugby union. New Zealand is a "Kiwi" in rugby league and the All Blacks wear a "Silver Fern" in rugby union. Wales is a "Red Dragon" in both soccer and rugby league but uses the "Royal Feathers of the Prince of Wales" in rugby union. The Wallabies and Springboks are the famous exceptions.
Rugby Union Sevens: usually these jerseys are a derivative of the main jersey with extra features and patterns. Usually collarless, nowadays the full kits are generally monochrome, one basic colour for jersey, shorts and socks, all white, all gold, all blue, etc. They actually resemble fitted soccer kits from far away, and have a similar aesthetic to soccer kits overall.
Sashes and Blackburn-halves, can be used in union sevens along with graphics, but again, never chevrons.
A union sevens jersey could be a competition option, perhaps?

2nd Row: South Africa and England's modern test jerseys, compared to their sevens jerseys
3rd Row: Fiji and Japan's traditional test jersey designs compared to sevens designs they have worn.
Bottom row: Argentina's traditional test jersey design compared to their blue sevens kits; Argentina vs Japan in both of their sevens change-kits.
Note: Japan traditionally wear a navy blue jersey as a change-kit in test match rugby.

Rugby League
:
-chevrons
-chevrons and yolks
-chevrons over hoops
-chevrons on a horizontal panel
-hooped
-butcher hoops
-horizontal panels (usually in two bold colours, think of the old Parramatta, Penrith or Broncos jerseys)
-band across the middle (Cronulla, Parramatta, Hull Kingston Rovers and Wakefield Trinity are probably the most famous for this design in rugby league)
-bold graphics (stuff such as crosses or flags)
-plain
Chevron designs are the signature of rugby league.
Stripes are only used occasionally as it's seen as a traditional soccer design. (Warrington, Penrith, Newcastle and the Western Reds have worn striped jerseys)
Other soccer designs like sashes and Blackburn-halves are almost never seen.
Harlequin quarters are generally seen as middle-class privileged rugby union school designs and are almost never used. (Castleford wore one in 2006)
Plain jerseys are generally rare, although three of RL's most famous jerseys are plain, that of the Queensland and New South Wales state-of-origin teams and the England national team. (Illawarra and Newtown wore plain jerseys)
NRL Nines: Usually an odd-ball design or training shirt design in team colours. If the team colours are not used, then there is usually something linking it to the club, like the predominantly blue and white Manly Beach jersey used by the Sea-Eagles; or the black, white and silver dragon jersey used by St George-Illawarra. The sleeveless designs, are a little different to AFL guernseys as the club badge stays over the heart and the sponsor's logo is still in the middle.
UGLY RL jerseys in the late 90's-early 2000's: There were some heinous over-the-top designs in this era, usually based on the chevron-vee idea, but with swirls, shapes, gradients, patterns, hoops all over the place. One only has to look at Super League in Australia and Britain during this period to see what I mean.
The "Ugly 90's Jersey" could also be a competition option, perhaps?

Top Right Corner: Gazf.info's excellent PM's XIII design, showing chevrons on hoops. He has a collection of nines jerseys which are also pretty awesome, some of which would be perfectly fine as union sevens jerseys too.

Advertisements, logos, badges on jerseys (both codes):
Both utilise the soccer-style, main-sponsor-in-the-middle position. The amount of sponsors depends on the competition and the country. French rugby union and English rugby league has sponsors all over the place. Provincial rugby union in the Southern Hemisphere (Super Rugby) has slightly less sponsors.
Most competitions in both codes, tend to have the competition logo on the sleeve. The NRL however, has it on the right chest.
This may be of use to some people as well.

Franchise Name- South Harbour RFC
Stadium- Concord Oval
Why you should be admitted- Apart from being one of the more rugby-focused people on FJ&GD, my bid also represents an area of importance to rugby, with several clubs (both league and union) in the area to the immediate south of the Parramatta River, as well as Concord Oval hosting the West Harbour Pirates and also the Wallabies, Rugby World Cup and Waratahs for a period of time.
2nd preference- Otago/Dunedin
 
Franchise Name - Birmingham Bears
Stadium - Villa Park (while a new purpose built stadium is being constructed)
Why I should be admitted - I believe I was a significant player in driving the idea of a league style competition for rugby, with my SARL portfolio being very important to generating interest for this.

Just to further this, the club will predominantly be referred to as the Bears, in a similar way to the NZ and SA Super Rugby teams. Birmingham will be the location but wont be mentioned a whole lot. Twitter handle will be @BearsRugby etc.

Why I should be admitted - Always fun to try something new and have competed well in competitions on this board before. Also, have quick a bit of knowledge on rugby league and union as I live in Queensland.

Stadium- North Sydney Oval
Why you should be admitted- The club is officially known as "Sydney Football Club" because it was the first rugby club in NSW. The club also played Australian rules football in its early history, making it the first NSW club in that code as well. The club is often referred to as the "Two Blues". It is also referred to as "The Birthplace of Australian Rugby" or simply "The Birthplace".
2nd preference- Newcastle (not sure on team name yet)
 
Franchise Name West Coast Raiders (Australia)
Stadium Subiaco Oval
Why you should be admitted Rio Sporting Club started of as an Aussie Rules Club partnering with the West Coast Eagles however when the league that Rio was in (Brazil Football League) fell through, the players switched to rugby. Concerned that their image wasn't strong enough, the West Coast Eagles took over the Rio Raiders in 1994. The club played in the 1997 Telstra Super League Cup and in 2000, branched out into Union. The League club plays in the NRL and the Union club plays in the Super Rugby Australia Division. Will edit this with a potential logo.

Also, a nice, shiny, new template is in the process of being made purely for this competition, what a waste it'd be if someone made their own template and it not getting in opposed to x taking y's and getting in rather than the far superior custom template designers.

Franchise Name- Heard Island Vulcans (sometimes known has the HIMI Vulcans)

Stadium- Southernmost Stadium
Stadium nickname: The Stadium in the Snow

Why you should be admitted- The Vulcans, based on the Australian owned Heard and McDonald Islands (HIMI) were the result of scientists who wanted to keep active while conducting experiments on the small islands' flora and fauna. They had an AFL team due to a few Victorian scientists, and even managed to play in the IFA (when their research allowed them to of course). Hearing about a new Rugby competition, some Sydneysider scientists quickly convinced their team of fellow researchers to resurrect the now defunct Vulcans and register them to play around the world.

2nd preference- Either the Sydney City Guardsmen
3rd preference Buenos Aires Horneros.
 
Franchise Name- Osaka Valley
Stadium- Nagai Stadium #thevalley
Why you should be admitted
- Japan is a fast developing country in terms of rugby league, so a team needs to be based there. Osaka will become a club for all of the Japanese, with the club embracing the entire country. The Samurai will play home games in not only Osaka, but Tokyo and Yokohama as well. formation of the team came by from 3 expat Australians who had come to Osaka for a business trip. Expect the Samurai to play in an attacking and vicious way just like there namesake.
2nd preference- SC Colombo

No worries, what I will do is put something together to show examples of the rugby aesthetic, so I'll use clip art in those.
I won't actually make a bid though, because I'd love to see what the other guys come up with. :):D

Why you should be admitted- I modified my footy template into a hella cool rugby template in anticipation, I'm a regular entrant in league comps these days so you know I'll get the entry in. I dunno. This question always feels like a chance to pump your own tyres :p

As far as the actual team idea, I don't know really. France has a good rugby base. The name is cool.
2nd preference- Port Vale, Vanuatu?

Stadium- Santiago Bernabéu
Why you should be admitted- Spain's team, the Gallo's will represent the entire country and will rise to the occasion everyday as a strong Rooster does.
2nd preference- The Northerners (Northern Territory)
