Besides, doesn't nearly all the funds from hunting fees in those countries go to conservation?

Terribly basic view. More money from sustainable tourism (i.e. safaris and wildlife seeing, not hunting) goes to communities affected, less than 5% of money from hunting goes to the communities affected by hunting.

I don't think Zimbabwe is in need of controlling populations. I could be wrong but I'm pretty sure I'm not.
