No it is not. It is considered Racial Vilification if it is on a race basis or Religion/Religious Vilification if on a religious basis. Both terms are mentioned in the state based act title and are differentiated in the sections.

No they do not. It is possible to have two people of the same ethnic origin from the same family who have different religions. Thus the terms are not interchangeable nor the same however you want to put it.

Add it to the existing threads instead of adding work for the mods.
