Can states in Australia legalise it independently of the feds? (Which I believe is the case in the US).

Interesting thing with US laws is it is still illegal for non citizens to buy even in states where it is legal, under Federal law. So California says non citizens can legally buy it but Federal law clearly states non US citizens can't.
