That was a reference to Chinese annoucements that often had those words, 'upset the feelings of the Chinese people' and similar.
We’ve done exactly the same. To China.
Cast your mind back to 2020. Australia had just released the Brereton report detailing SASR war crimes against Afghan civilians, including an SASR trooper slitting the throat of a child. A Chinese artist did basically a political cartoon qbout this and Morrison and our media blew a f**king gasket:

Claiming the cartoon had offended Australia and our “great” armed forces. Demanding an apology (it never came). Claiming it “harmed” relations (it didn’t).
So we do it too. Governments claiming words that hurt them also hurt Australians as a whole. As an Australian I personally found that cartoon to be extremely telling and ironic, wasn’t offended in the slightest.
