It can be fixed, the AFL just does not want to fix it. Most sporting competitions in the world don't make the Grand Final in the same venue every year, especially when that venue clearly advantages some clubs over others.

Think about how much Victorian fans would be screaming if non-Victorian teams just won 15 of the last 17 premierships. If anything non-Victorian fans have not been vocal enough.
