China is in many ways already in the midst of an assymetic conflict with the US. This would merely be one more way to strike their enemy.
They are already doing this in many smaller ways - refer to their 2025 supply chain legal amendments for REEs and associated technology.

Australia wouldn't even factor into their thinking here.
